As I have stressed before, Putin did not come to power as a level 100 dictator. In the 2007-2009 time period, he was still consolidating his power. Maybe rising from level 60 to level 67. He didn’t know if he might lose the next election, so he did not have free rein on expenditures. The “Rzhevsky Memorial to the Soviet Soldier” was actually built in the late 2010s and unveiled in 2020. I have to beg the reader’s indulgence and suspension of disbelief.

Tablet computers existed in the 1990s, but really started taking off only in 2011. So ZIL is just helping field test prototypes of smart phones and tablets. They are not using wifi here but mini LAN cables connected to the tablets. I have made it such that they don’t sound too sure about calling these tablets, since they were still very new at that time.
